       Maharashtra State Load Despatch Centre is the apex body for integrated operation of electricity grid in the State and constituted under section 31 of Electricity Act 2003.Maharashtra State Load Despatch Centre (MSLDC), is presently operated by Maharashtra State Electricity Transmission Company limited (MSETCL/STU), a wholly owned corporate entity under the Ministry of Energy, Government of Maharashtra. MSLDC is responsible to ensure the integrated operation of power system in a reliable, efficient and secure manner in the Maharashtra State'

       Area Load Despatch Center (ALDC), Ambazari is a sub-Load Despatch Center working under Maharashtra State Load Despatch centre for integrated operation of electricity grid in the Vidarbha, Khandesh, Marathwada (VKM) region and functions as the Main-2 Control Centre, playing a pivotal role in managing power system operations. It is responsible for managing 33.2% of the State’s power demand and 63.7% of its generation, serving 22 districts across Vidarbha, Khandesh, and Marathwada to ensure reliability, stability, and operational excellence.

       The Load Despatch Centre is the nerve centre for the operation , planning , monitoring and control of the power system . The functions of Load Despatch Centre are Dynamic in nature. Electricity cannot be stored and has to be produced when it is needed. It is therefore essential that power system is planned and operated optimally & economically. This is the main objective of Load Despatch Centre.

       The objective of Load Despatch Centre are:

  1. Matching the power demand with system integrity , reliability and security of generation and transmission facilities
  2. Regulating the system frequency .
  3. Optimum utilisation of resources.
  4. Quick restoration of normalcy after system disturbances.

       Thus the objectives of Load Despatch Centre is to co-ordinate generation , transmission and distribution of electricity from moment to moment to achieve maximum security and efficiency.

Functions

In accordance with section 32 of the Indian Electricity Act, 2003 roles and functions of SLDCs are as under:

(I) The State Load Despatch Centre shall be the apex body to ensure integrated operation of the power system in a State.

(II) The State Load Despatch Centre shall–

(a) Be responsible for optimum scheduling and despatch of electricity within a State, in accordance with the contracts entered into with the licensees or the generating companies operating in that State;

(b) Monitor grid operations;

(c) keep accounts of the quantity of electricity transmitted through the State grid;

(d) Exercise supervision and control over the intra-State transmission system; and

(e) Be responsible for carrying out real time operations for grid control and dispatch of electricity within the State through secure and economic operation of the State grid in accordance with the Grid Standards and the State Grid Code.

(III) The State Load Dispatch Centre may levy and collect such fee and charges from the generating companies and licensees engaged in intra-State transmission of electricity as may be specified by the State Commission.

Compliance of Directions

Indian Electricity act 2003 section 33 compliance of directions :

(I) The State Load Dispatch Centre in a State may give such directions and exercise such supervision and control as may be required for ensuring the integrated grid operations and for achieving the maximum economy and efficiency in the operation of power system in that State.

(II) Every licensee, generating company, generating station, sub-station and any other person connected with the operation of the power system shall comply with the directions issued by the State Load Dispatch Centre under sub-section (1).

(III) The State Load Dispatch Centre shall comply with the directions of the Regional Load Dispatch Centre.

(IV) If any dispute arises with reference to the quality of electricity or safe, secure and integrated operation of the State grid or in relation to any direction given under sub-section (1), it shall be referred to the State Commission for decision:

Provided that pending the decision of the State Commission, the directions of the State Load Dispatch Centre shall be complied with by the licensee or generating company.

(V) If any licensee, generating company or any other person fails to comply with the directions issued under sub-section (1), he shall be liable to a penalty not exceeding rupees five lacs.
